I was trying to find patch notes on this but I don't think they have been posted yet. The passive that used to make two additional targets receive 33% then 67% more dmg with light and heavy attacks on the 2 handed skill tree. It now said 25% then 50% when I was in cyrodiil. Then I checked it again later today and it said 28% now 57% at (2/2).
